When I use the TinyOs 2.1 vmware image, the Ubuntu is pretty old and hard to get the package for that unless upgrade to the latest version of Ubuntu. That is, Ubuntu 7.04 (Feisty Fawn) reached its end-of-life, as expected. Non-LTS versions get 18 months of support. It was officially announced here. However, you can update the repository using old repository.
Snaptic Package Manager -> Settings -> Repositories
1. Uncheck all "Ubuntu Softare" tab.
2. Add http://old-releases.ubuntu.com/ubuntu/ in "Third-Party Software" tab with "feisty" as distribution, "main" as component.
